
The Department of Fire and Emergency Services (DFES) is responsible for coordinating the delivery of activities to evaluate the Kimberley Floods State Recovery and Resilience Plan (SRRP). The purpose of the evaluation is to determine whether recovery programs have achieved the intended outcomes and to learn from the recovery experiences of the Fitzroy Valley communities to improve current and future recovery programs.
In 2025, DFES engaged IPS Management Consultants to undertake a mid-term evaluation of the SRRP which focussed on the social and economic aspects of recovery. Arup (in collaboration with TSA Riley) was also contracted to undertake a separate mid-term evaluation to assess progress to date towards achieving the intended technical recovery outcomes.
The Executive Summaries of these mid-term evaluations are provided below. Both reports provide valuable insights and recommendations relevant for both current and future recoveries.
We acknowledge and thank everyone who made the time to participate in the evaluation process so far. The sharing of experiences and insights is critical to the continual improvement of disaster recovery activities in Western Australia.
In late 2025, DFES sought invitations through a public tender process for a consultant to undertake the final SRRP evaluation. First Nations Economics (FNE), in partnership with University of Western Australia Centre for Social Impact, was awarded the contract, with work commenced and forecast to continue through to early 2027.
The evaluation aims to assess both the overall outcomes of the SRRP and the individual outcomes of each recovery program funded under Category C and D of the Disaster Recovery Funding Arrangements.
The final evaluation will consider the findings of previous evaluations and undertake new analysis to finalise evaluations for all programs concluding on or before 30 June 2026.
Community and stakeholder engagement is anticipated to commence in March 2026.
