Severe Tropical Cyclone Zelia impacted the Pilbara in February 2025, bringing intense rainfall, destructive winds and widespread flooding across the region. Although the cyclone crossed the coast northeast of Port Hedland, some of the most significant impacts resulted from flooding, which cut major transport routes, isolated communities and disrupted essential services.

Record river levels were recorded in parts of the Pilbara, causing extensive disruption to communities, pastoral stations and businesses.

Following the event, recovery was led by the impacted local governments, with support from the Department of Fire and Emergency Services (DFES), recovery partners, industry and community organisations.

Recovery activities focused on restoring access to isolated areas, repairing damaged infrastructure, supporting affected residents and businesses, and addressing the social and economic impacts of the disaster.

A range of support services and financial assistance measures were made available throughout the recovery period, alongside practical assistance for those affected by flood damage and prolonged disruption.

The Kimberley Floods State Recovery and Resilience Plan sets the course for government-funded flood recovery initiatives ensuring impacted individuals, communities, local governments, businesses and industries have the right support when they need it.

State Recovery Plan

The Wooroloo Bushfire State Recovery Plan was implemented to deliver coordinated and appropriate programs to support the structural, economic, environmental and social recovery needs.

Wooroloo Bushfire Review

On 13 August 2021 the State Government announced an independent review into the Wooroloo Bushfire. Submissions were open from 20 August 2021 to 8 October 2021 and have now closed.  The review was released in March 2022.
